I like it.
Granted, I think it needs a lot of work to become presentable, and I'd imagine a more rat rod look would work better (and get rid of those weird accents and hood bumps). But I would totally rock it.
But not for $28k.

In principle, I like it. The execution isn't the greatest, I think it'd work better as a rat rod, and it's certainly not worth $28000.

If he had taken this to a shop & had them make it, I'd say NP. But the workmanship shows through. $8k
